Umatilla County, Oregon (OR) – On Sunday, January 8, 2023, at around 4:37 p.m., OSP attended an incident between a car and pedestrian on the median of Interstate 84, close to milepost 199 in Umatilla County, OR.
Based on the initial investigations, a Ford Ranger heading east rolled over in the median of Interstate 84, along milepost 199. A motorist heading west stopped to assist the people involved in the incident and was crossing the median towards the Ford Ranger. When a 2016 Ford Explorer, driven by Lloyd Lawrence Barkley, 66-year-old of Pendleton, was moving west when his car started to hydroplane on the wet road.
Barkley lost control of his car and went into the median where it hit and killed the pedestrian, Kenneth Dale Strong, 65-year-old of Richland, WA. Who was heading to the rolled Ford Ranger.
Strong was pronounced dead on the spot.
